In general, as of 2002, the state allows certain novelty non-explosive and non-aerial fireworks.

Fireworks approved for consumers in Minnesota include sparklers, cones, fountains, snakes, party poppers, and smoke devices. These are typically available at stores and stands across the state, especially around the Fourth of July.

According to Minnesota Statute 624.20 regarding the legality of fireworks, wire or wood sparklers cannot have more than 100 grams of pyro mixture per item, and other non-explosive and non-aerial 'sparkling items' cannot contain more than 75 grams of pyrotechnic chemical mixture per tube or a total of 500 grams or less for multiple tubes.

While they may be legal, these fireworks must be kept on private property and cannot be set off in public spaces like parks, roads, alleys, and schools. You must also be at least 18 years old to purchase legal fireworks in Minnesota.

Minnesota Statute 624.25 lays out the penalty for violating fireworks laws as follows:

(1) if the violation involves explosive fireworks in an amount of 35 pounds gross container weight or more, to imprisonment for not more than 364 days, or to payment of a fine of not more than $3,000, or both;

(2) if the violation involves explosive fireworks in an amount of less than 35 pounds gross container weight, to imprisonment for not more than 90 days, or to payment of a fine of not more than $1,000, or both; and

(3) if the violation involves any amount of fireworks other than explosive fireworks, to imprisonment for not more than 90 days, or to payment of a fine of not more than $1,000, or both.

If you’re really keen on seeing a dazzling display, your best bet is to attend one of the many professional fireworks shows put on by cities and organizations across Minnesota. These events are legal and MUCH cheaper for you and typically more impressive and safer than anything you could do in your backyard.
