After MLB and the MLB Players Association failed to come to a deal in time for the league-induced 5:00 p.m. The expectation was that the start to the regular season was in doubt.  Just after the 5:00 p.m. deadline, it became official.

MLB Commissioner Rob Manfred announced that the first two series of the season would be canceled. Yes, "canceled" is the correct word; they will not be making up those games, so it is not a postponement.

For the Phillies, they were set to open on the road for two series. Opening Day was to take place on March 31 in Houston against the Astros. From there, the Phillies headed to Washington for a three-game series. If the rest of the schedule takes place according to plan, then the Phillies would open at home on April 8.

But that might be a tough assumption at this point. MLB and the MLB Players Association have disbanded, returning home from their Jupiter, Florida negotiating headquarters. They are not expected to re-engage until Thursday.
