
Sex Offender Charged in Child Porn Case After Rochester Police Department Investigation
Rochester, MN (KROC-AM News)- A sex offender has been charged in a child pornography case.

That’s according to a criminal complaint filed in Olmsted County Court this week.
Court records indicate he was convicted of second-degree criminal sexual conduct in Olmsted County in 2011 and was ordered to register as a sex offender as a result of his conviction.

59-year-old Charles Frederick Blouin Jr. is charged with one count of possession of pornographic work by a predatory offender.
The complaint indicates Blouin Jr.’s probation officer found nine devices with suspected child sexual abuse materials on them during a probation search.
An examination of the devices by Rochester police found 21 images of child sex abuse material, including photos of an adult engaging in sexually explicit conduct with an infant, the court document alleges.
Law enforcement also found 47,000 chats that were described in the complaint as sexual in nature.
Many of the messages included Blouin Jr. asking other users of the unnamed messaging app if they had children, requesting nude photos of the children and requesting sexual acts be performed on the children, the court document says.
Some of the children involved in the messages were as young as four, according to the complaint.
Minnesota Department of Corrections records indicate Blouin Jr. is incarcerated at the state prison in Faribault. His first court appearance in the child pornography case has not yet been scheduled.
