HOW TO KNOW WHAT HOUSES ARE PARTICIPATING: The rule of thumb on Halloween for homes participating is the light by the front door. If it is on, the house has a treat for you. If it is off, do not ring the doorbell.

I've heard of some neighborhoods getting kids at their door as soon as school is over. That's not really the norm, so maybe DON'T surprise your neighbor that early. Goint out trick-or-treating just before it is completely dark until about 8:00 pm or 8:30 pm is fair game.
