Rochester, MN (KROC AM News) - The Olmsted County Board has approved a 5-year capital improvement program that includes funding for a new nature center at Oxbow Park.

It also includes two noteworthy projects being planned for Graham Park.

 

The overall cost of the 2021-2025 program is $350-million. Nearly half the money would be spent on transportation projects.

Also being planned is a huge upgrade to the Government Center to accommodate “judicial space needs” at a cost of $39-million.

Nearly $53-million is scheduled to be spent on various projects this year.

Transportation projects will use about $34-million of the 2021 budget. Also expected to be built this year is the Oxbow Park project at a cost of $3-million.

Significant 2021 projects

  • $2,500,000 Software Upgrades (Finance/HR, HHHS, Planning)
  • $3,000,000 Oxbow Nature Center
  • $2,500,000 Landfill Ash Cell Closure/Construction
  • $7,000,000 CR 101 Reconstruction
  • $8,650,000 CSAH 4 Reconstruction, Including CR 105

Next year’s list of scheduled projects includes a multi-purpose event facility at Graham Park at a cost of $25-million. A new Farmers’ Market building is also planned at a cost of $3.5-million.

They were included in the county's Graham Park master plan that was adopted in 2018.

Final decisions on the future projects included in the CIP will be made based on funding and other factors.

According to the county Public Works Dept:

The Capital Improvement Plan is a flexible plan for long‐range capital project scheduling and financial projections. The adopted Capital Improvement Plan indicates the County Board's strategic priorities relating to major public improvements.

Certainly, there are more needs than available dollars. The adopted Five‐Year Capital Improvement Plan should be a document identifying the County Board's intention to provide financial resources to fund the projects identified in the program. However, this document is updated annually based on changing community needs, strategic priorities and funding opportunities.
