Rochester, MN - A local man described by authorities as a perennial criminal is in trouble again.

And in jail again.

Rochester police arrested 28-year-old Matthew Tlougan early Monday after finding him inside a house that was being renovated.

The house is located in the 10 block of 7th Ave SE and its owners live out of town. The owners recently discovered the home had been broken into and there were signs someone had been sleeping in the house.

After learning it had been broken into again on Sunday, police were called to the house. Officers removed bedding and clothing items and helped the owners secure the house.

A patrol officer went to the house around 1:00 am Monday and found it had been broken into again. The officer also smelled smoke and called for backup.

Officers went inside and found Tlougan hiding in the basement. A spokesman says Tlougan had been burning copper wiring he had ripped from the house. He also removed some of the copper plumbing. The owner estimated the damage at $20,000.

Tlougan has a history of burglary and theft convictions, including one from 2020.
