Rochester Man Sentenced For Construction Site Thefts
Rochester, MN (KROC-AM News) - A Rochester man has avoided prison time for a series of construction site thefts in the Rochester area.
26-year-old Matthew Tlougan has been placed on probation for 5-years and was ordered to spend about 3-months in jail. The judge in the case left the decision about possible restitution for a future date.
Tlougan recently pleaded guilty to charges stemming from the theft of tens of thousands of dollars worth of construction tools and equipment in both Olmsted and Wabasha Counties about a year ago. He and 25-year-old Justin Quam of Byron were charged with the crimes after investigators used a tracking device placed on Tlougan’s pickup truck and were able to locate much of the stolen items on a rural property west of Rochester.
Both men were also accused of causing heavy and costly damage to a home under construction in Oronoco. The home was nearly finished when intruders turned on the water in an upper-level bathroom and it flooded much of the brand new house.
Quam is scheduled to appear in court for a plea hearing later this month.
