Rochester, MN (KROC-AM News)- The Olmsted County Attorney’s Office has filed charges against a Stewartville man accused of stealing a good samaritan's vehicle after crashing in northwest Rochester

The incident occurred this past March on 55th St. The criminal complaint, filed earlier this week in Olmsted County Court, says Rochester Police were dispatched to the scene on a report of an accident with injuries. 

It was reported that an eastbound SUV went through the intersection at 18th Avenue Northwest when the driver then control, causing the SUV to roll multiple times before landing on its wheels.

The driver, identified as 27-year-old Andrew Bisbee, then continued traveling east in the westbound lane of 55th Street.

The charges say Bisbee then stopped and drove away in a vehicle belonging to a nurse who had stopped to help him. After a Rochester Police Officer arrived at the scene, Bisbee ditched the stolen vehicle and ran into a field in an apparent attempt to elude the officer. He was apprehended after a brief foot chase, the complaint says. 

Bisbee was taken to a hospital where a blood sample was collected after officers obtained a warrant on the suspicion that Bisbee was under the influence. The results from the state crime lab indicate the presence of amphetamine and methamphetamine in Defendant’s body at the time of the blood draw, the complaint says.

Bisbee has been charged with felony vehicle theft, two misdemeanor DWI counts and a misdemeanor charge of leaving the scene of an accident. He’s due to make his first appearance in Olmsted County Court next month.
